		<description>Trouble with CSS files on IE?  My previous employer told me he had great difficulty with CSS files under IE when the apache server was configured to parse the CSS files for PHP code ... the &quot;content-type&quot; flag in the CSS file header becomes &#039;text/plain&#039; instead of &#039;text/css&#039;, which could be confusing IE.  You could possibly fix it with this line at the start of the CSS file:

I understand what you&#039;re saying, but Cygwin does go a long way.  Installing over dial-up may be too much of a pain, though.  It&#039;s worth checking out, just to get CVS and SSH in a pinch.
